TURMOIL AND STRUGGLE OF A VILLAGE

Introduction:

This old community our ancestors have lived here for centuries. When nothing else existed, not even the road that passes from Bambolim to Donapaula. After liberation you will see that Cacra is loosing more than it is gaining. Due to the development of the University, we have lost our right over the forest which our ancestors cultivated for centuries. We in Cacra do not get public water supply and have no toilets. Yes, we have a road that threatens to bring into Cacra the construction of Dock on our river front. Yes, we have electricity but then while we remain in darkness when the Industries and construction that gets all the electricity they want.

The CACRA NAGRIK VIKAS SAMITI (CNVS) which was inaugurated on 24/05/1998. The purpose of the samiti is to bring about development to the village. What are the problems of the village every villager knows.

1. A number of Government Schemes exists. Some of us have got subsidies in fishing, but there are many other schemes which we must find out and study and how we can make them serve the benefit of the people.
2. Find out about our LAND RIGHTS: We all say we are MUNDKARS, but most of us are not registered.
3. The problem of the Cidade de Goa five star Hotel which plans to build a gigantic size dock., the size larger than two Football grounds. First of all these lakhs of tons of concrete and machinery in the river where effect sea life not only in Cacra but will spread during high tide upto Donapaula during low tide upto Agasaim. Secondly, it will permanently damage the beach. Thirdly, the cement will create health problems for all the people not just in Cacra but in the entire University area. The noise bringing in all materials will disturb the University which needs a conducive Academic environment.

As you all know, these projects has no license and no approval from Panchayat. I feel confident that we from Cacra who are united and support of all people of neighboring villages and also the support of the University, and help from many Organisations that have worked to safeguard the interest of common villager.

Illegal drilling operations by MML at Cacra for OSB:

It may be noted that temporary structures, machinery and personnel were first moved into Cacra on may 7th 1998. On Friday 8th may work was started. By the morning of 15th May, Police from Goa Velha Police station arrived to protect the work. On 18th May the villagers requested MLA Ms Victoria Fernandes and Sarpanch Mr. William Gonsalves to intervene and the work was stopped on site.

On 20th May company resumed work with increased police protection. Cacra Nagrik Vikas Samiti protested against the illegal drilling operations. However, Murmugao maritime Ltd (MML), a Fomento Company carried out the work with Police protection.

On 5th June 1998, ‘WORLD ENVIRONMENT DAY’ CNVS organized a protest Dharna on the occasion of the World Environment Day to highlight the issue. Over 100 men, women and children and teaching faculty members from Goa University participated in the Dharna in front of the office of North Goa collector. Then they called on the Tiswadi Mamlatdar and North Goa Collector. We discussed in detail the illegal drilling operations and soil testing by MML for the purpose of constructing the Offshore Stockyard and Berth (OSB). Then the CNVS has written letter to the chief Secretary, department of Science, technology and Environment, Panchayat for immediate action on the illegal activity undertaken by MML. The letter received from Marmagao Port Trust (MPT) Deputy Conservator, who disclosed that MML permitted to carry Soil Testing in Zuari river near Bambolim beach. It was stated that the company was asked to get all permissions from the State Government before undertaking the work. It should be noted that Bambolim beach comes under the revenue jurisdictions of Curca-Bambolim-Talaulim and is part of the San Andre constituency.

What is OSB?

Offshore Stockyard and Berth (OSB) is an Offshore Terminal for loading and unloading bulk Cargo Ship of the BERTH. The OSB consists of a concrete caisson seated on the floor of the sea. Barges bringing iron ore from Mines would be unloaded at the OSB at the rate of 300000 TDP and stored in the Caison and then load the ships. Utility and other services are also provided on the Caisson. The Caison have storage capacity of at least 400,000 and 43 mt in height having a storage of 200,000 tons of iron ore were contemplated.

Theft Of Water From Village By Industrialist And PSI’s Assault On Convenor

On 24th January 2001, the CNVS staged a MORCHA in Panjim to protest against the government inaction to stop the theft of drinking water from public well in Cacra. The procession started from the Panjim Municipal market ended in a Dharna at the
Customs House. The protestors included women with empty pots to highlight the shortage of drinking water.

It may be recalled that in May 2000 the villagers had made representation to Santa Cruz village Panchayat Sarpanch regarding drying of village well due to pumping of water by a deep well pump that had illegally installed in the public well resulting in hardships caused to over 400 people. Although no action was taken by the village Panchayat for three months, Director of Public grievances and collector of North Goa pursued the matter with Director of Panchayat and eventually the Panchayat Secretary conducted panchanama on 29th August 2000.

The Panchayat found that the Pump House Shed of the tin sheets and pump were illegal and report was forwarded to Block Development Officer (BDO) Tiswadi. Village Panchayat also informed the land owner Mr. Pradeep Talaulikar. The Panchayat received a letter from both parties i.e. Land Owner and ALCON developer saying no objections to the demolitions for illegal structure. Subsequently, the Panchayat wrote to the Assistant Engineer, Electricity department, Bambolim to disconnect the electricity supply to the pump. So demolition work was carried out.

Other instance to suppress the genuine movement of the village people was by putting up a false complaint. CNVS Convenor Surya Sawant was arrested at 1 am Sunday and made to sleep on the floor. He was finger printed and photographed and besides taunted and humiliated by constables of the Agassaim Police Station. He was also assaulted by PSI Sammy Tavares. The PSI taunted Surya Sawant on be being leader of the village and kicked and punched Sawant on his chest. Meanwhile CNVS conducted a public meeting in the village to discuss the illegal pumping water and the unwarranted arrest. The meeting resolved to undertake a public protest to Panaji to highlight to seek justice from the Government.

History created: Mining with Police protection in Colamb, Sanguem!

This is report MAND received yesterday January 23, 2008. We reproduce this even as same situation viz. mining with police protection and police attempsts to arrest Colamb villagers continues even on January 24, 2008.

Today January 23, 2008 is historic day in the life of India’s Goa State; People’s struggle to defend their land and agriculture has touched historic high – Goa police are providing police protection to further mining loot and mineral plunder in Sanguem Taluka’s Colamb village.

Quepem Police station has registered over 100 cases against the Colamb villagers that participated in historic march to the mine bearing TC No. 06/1949 belonging to Hiralal Khodidas and operated by Fometos.

Fomentos caused insult to the will of the Colamb villagers and Goa’s Adivasi peace loving community by deploying police force in its mine at Colamb, Sanguem and resuming the mining operation of open cast mine. Fomentos owned by businessmen Avadooth Timblo resumed its mining operation under police force. At the same time company filed criminal cases against the villagers for unlawful assembly, rioting, threats to cause death and grievous hurt, intention to break breach of peace, criminal trespass and abduction.

Today morning police began to swoop down upon the villagers with intention to arrest them. Goa’s men in Khaki’s trips to villagers’ houses reminded few of the dictatorial Salazar regimes of erstwhile Portuguese colonial State that had granted the mining leases including this one before so called Goa liberation of 1961. There was hardly any resemblance of Goa being free and progressive State today in Colamb. In fact it was more like Pakistan under emergency with four police jeeps patrolling mining site with over 50 policemen including women in police force inhaling dangerous mining dust in exchange for possibly diesel and few peanuts from Fomentos. Police were expecting the villagers to confront them today and had come with all the necessary preparation after one days rest yesterday when mine was kept closed. However it is unnecessary expenditure and burden on the State resources to provide such a large number of Police personnel for this purpose unless mining company treats Goa Police as its private security. Going by the turn of the events so far this is indeed is the case that needs urgent attention from Public who pay taxes to the State and demand accountability as to why State government is letting this show go on.

Though Police could not arrest any one so far till late night, they did show remarkable swiftness in searching the houses of the villagers; three times cops made trips to the Peoples’ houses. The police action in this case of acting against the citizens of India empowered wilh all the constitutional civil liberties and fundamental rights is indeed in sharp contrast to the way same Goa police treated the matter of murder through mine collapse of over 5 people by the mining company in Tollem, Sanguem in 2006. Police must make it public as to how many people has been charged and arrested and tried for murder? Why this case was hushed up without a single arrest? Which are the people against whom FIR has been registered? Why police are acting lethargic in arresting people in this case of Tollem Mine collapse? The answer is simple and straight forward: it is precisely because the culprit is the same: Fomento mining company. And of coarse we know the old saying ‘One who pays the bagpiper calls the tune’. Why is this state of Goa Police?

Mining industry in Goa operates its way with long chain of frauds. Take this example of Colamb itself: the chief logic of the police and the mining company is that it has got environmental clearance from the Environment ministry in Delhi. This clearance is based on the public hearing form this particular mining site that was held couple of years ago without any awareness of the same amongst public in Colamb and the affected people. And the site of this public hearing was over 30 kms away from the mining site, in Margao. This is a fraud by which Fomento mining company tricked environment ministry to give environmental clearance. It is another matter that Delhi is treating Goa as its colony for the exploitation of mineral wealth with scant respect to Peoples’ expression even in the mandatory public hearings: the case of Sarvan mining of Zantye mining company is the case in focus.

The appeal here is to the individual policemen on duty towards Fomentos: you are fortunate to have got this posting at the Colamb mining site to experience the beauty and splendor of this magnificent village. You’ll are brothers and sisters as well as citizens of this land. Would you’ll like this village to disappear from the Map of Goa? Do you like to create mass starvation, misery and hunger for people of Goa? Now that you’ll have spend day on the mine, how you’ll are feeling? Inhaling mining dust is dangerous, at least you must demand protective masks from your higher officers or your lungs will grow weaker and susceptible for tuberculosis.

Now imagine situation of the villagers in these circumstances where mining industry is on a roll, if your family was located in this situation, would you not revolt and protest? No police officer with self respect and dignity, and worth his salt would tolerate mining terrorism in Goa. This is being written only to let you know that public in Colamb does consider Police as their principal enemy. It considers mining company of Fomentos as their principal enemy simply because it is involved in such a process that will rob them of their food and shelter – the two fundamental necessities for living. This is an invitation to Goa Police to stand in Solidarity with the struggling people of Colamb and be one in their struggle for united we could shape Goa into prosperous place to live in with our agriculture and forest intact, and show mining it door ones and for all: for mining is single largest terrorist action, with central government permission or without it. It is indeed deep feeling of disgust that Goa Police is involved in protecting terrorist activity. Please detach from this immediately and take lead in dismantling this mine yourself. People of Colamb will remember Goa police of this patriotic act on their part as only model citizens can do. Surely there some highly respectable officers in Goa Police that will surely respond this call on urgent basis.

Santa Cruz Panchayat serves notice of demolition to Builders

Today on Novemeber 15, 2007 Santa Cruz Panchayat served notice of demolition to the builders who yesterday had constructed gate on the road connecting Cacra to Nauxi villages in Tiswadi Goa. The local member of Panchayat along with the Cacra Nagrik Vikas Samiti (CNVS) moved into action and pressurised the Santa Cruz Panchayat to act tough with the builders. The builders are given seven days notice under section 66 of Goa Panchayat Raj Act 1993.

Yesterday at around 12 noon group of 20 goons came to the village and errected metal gate on the road passing via Zuari Coast - within 2 meters from the High Tide Line (HTL). The most shameful things of this saga is that the goons hired for this 'job' are all from the surrounding villages and they had taken contract to construct the gate from the builders. Panchayat notice is addressed to one Savio who is believed to be active persons if not the 'owner' of the Cacra commuinty lands. It may be noted that the land at this prime location is targetted by number of builders and Real Estate agents. The case of 'Aldeia de Goa' taking over around 140 acres of land to set up super luxurious residential complexes overlooking the Zuari River and the Murmagao Harbour is covering Bambolim and Nauxi Villages.
The goons, by the way are also threatening the villagers of Nauxim as the houses there are of the Gawada adivasis are causing hinderance to the Comforts of the super rich. People here are offered cash by force and asked to leave thier dwelling places so as to make way for the plans to construct mini harbours inside Zuari so that water sports can make way. Current sources of livelihood in these villages is fishing and that is sort to be put to end by the Luxury tourism policies and instead plans are underway for full scale pomotion of water sports. Nauxi has come under severe pressure after its mountain was 'sold' to builders' firm by the landlord Mhambre. It is actually a bunch of landlords that are first responsible to cunningly transfer land titles into their names and then sell the same to the builders.


The Cacra-Nauxi public road blockade is only the begining of things to come with goon power. This road even several years before it was tarred by the Alcon developers, was and still is a traditional way of the Cacra villagers going to Nauxi, Bambolim and Siridao. The road is also used as fishing Path. The land to the builders - Alcon dvelopers was sold again here by another Bhatcar - landlord Pradeep Talaulikar. His family got these land titles in his families names with usurious intentions during Portuguguese colonial period that ended in 1961. It is landlord-Builders nexus that is involved in conquests of lands of Goa's adivasis in 'Liberated Goa'.

Patience of the Cacra villagers that fought industrialist Timblos in 1997 though village anhilating porject called OSB - Offshore Stockyard and Bearth by Marmagoa Maritime Limited (MML), who fought over water theft from their village well by Timblos 1999, who are continuesly guarding against encroachment of builders, are facing yet another test. However it is not going to be thier last test as struggles of over land are acutely fought over throughout Goa and Cacra simly has best of lands for builders and Real Estate sharks.

BUILDERS PUT GATE BLOKADE ON CACRA-NAUXI PUBLIC ROAD

Today on 14th November 2007 the birthday of Chacha Nehru had a nasty suprise in store for the People of Cacra, Tiswadi, Goa, India. Goons came and forcefully blocked and errected gate on public road connecting Cacra and Nauxi villages on Zuari River shores. When the Cacra Nagrik Vikas Samiti (CNVS) went in to inquire they were told to contact the local panch who is supposed to know everything about the matter. He however was not traceble today and his mobile was not connectable.

This fresh assault on the Cacra villagers and Goa's tribal popolation - Gawdas comes at a time when there is increasing protests of the conquests of the Goa's coast by the buiders and Real estate agents for tourism and purposes. The entire coast in the region of Cacra, Nauxi, Bambolim, Siridao, Odxel, Mariel, Aivao and Dona Paula is under pressure due to this ruthless onslaught wherein State is actively siding with the builders.
There was drinking water well here that was burried by the builders. The pain and agony caused to the villagers here is unimaginable.


Looking at the way the things are proceedings it is not very difficult to guess the near future of Goa: On Coast due to Real Estate and in the Hinterlands due to open cast iron ore lobby, there is going to be the situation of mass homelessness with repurcursions of its own.


Few months earlier same bulders tried to errect the gate but the angry villagers had brought down the contruction of Gate on Public Road. Cacra villagers use this space for their fishing activity. But the landlords - Talaulikars who got this land registered in thier name with usurios intensions during earstwhile Portuguese Colonial regime that ranged from 1510 upto 1961 are involved in selling the same to builders over the past few years - a familiar pattern that is visible across the State of Goa. They are known as 'Bhatcars', landlords who are the in the forefront of Sale of Goa for corporates.


Cacra villagers were forced into fishing after they were occupationally displaced from agriculture when Goa University was set up in thier lands. Now looks like they are also compelled to do away with their fishing occupation. What is suprising is that it is all happening in the knowledge and blessings of the powers that be in Goa. The entire coast is under assault from the rich and famous - the film stars, Sports Stars, Underworld and what not. The need of the hour is to evolve fitting reply to the Corporate invasion.
