Sub: Points to be discussed in the ordinary Gram Sabha Scheduled on 26/02/2023


Madam,


Kindly include the following for the ducussion in the Scheduled Ordinary Gram Sabha of Santa Cruz VP on 26/02/2023;


1. As per the Goa Panchayats (Gram Sabha Meetings) (First Amendment) Rules, 2016, under Rule 18, the proceedings of every meeting of the Gram Sabha shall be recorded in a video and shall form part of records of Gram Sabha. I am interested in obtaining this record after each Gram Sabha meeting, hence please consider this as a reminder of the above mandate issued by the Government of Goa. Also, this is a request that this provision in Rule 18 should be clearly read out to the Gram Sabha on 26/02/2023.


2. As per the theme which needs to be adopted by our village Panchayatfor the localization of SDG (LSDG), Kindly give the updated status about it and the plan of action decided.


3. Kindly give the names of all present VDC members who have taken training from GIPARD in preparation of Gram Panchayat Development Plan.


4. Mention the details of two projects with highest cost which have already been paid from the finance commision funds (14th or 15th). Provide details as name of project, amount of cost paid, date of payment made, signatories to the payment, name of the party to whom the payment was made, VDC minutes showing approval of the said projects, Gram Sabha minutes showing approval of the same and printout details of the said project uploaded online. Provide GPDP updated Asset Register on the Gram Sabha day for verification.


5. How many projects under Part-I and Part-II of GPDP are still pending from 14th finance funds period. 


6. How many projects in Part-I and Part-II have been uploaded online after the Gram Sabha approval of the current GPDP. Give the break-up number ward wise of the same along with the total cost.


7. Give the names of all the committes constituted as mandated under various Act, Notifications, Circulars, etc of the Govt of India or Govt of Goa. Has each committee members so selected been given order to this effect to inform them officially?


8. Give the dates of Garbage Management Committee meetings held from 2021 till date.


9. Give the status of the Panchayat Ghar project till date with all important details. The plot where the Panchayat Ghar is proposed is within Khazan area and Flood hazard line of the CZMP 2011, what approvals have been undertaken so far to consider these eco-sensitive issues which can potentially damage the environment of the village. What is the further plan of action on this environmental damage.


Kindly record the above in the Gram Sabha discussion so it can be requested as certified copies for my further process. Hoping all above will bring transparency in the working of the Village Panchayat and the Gram Sabha gets update of all the above details.
