Traffic officer to remove planks of mining trucks
The Deputy Director of Transport Shri Prakash Azavedo has assured to member of the Quepem taluka Mining Affected peoples Front that from 17th May all mining trucks operating with planks will be directed to remove the same or they will not be allowed to ply on the road.
This assurance was given by Shri Azavedo at a joint meeting conveyed between the Transport officers and the member of QTMAPF in the office of Dy-S.P. Quepem on Friday. The meeting was called to discuss and find a solution to the overloading, over speeding problems and for non implementation of High Court order.
The front member brought to the notice of the Dy-Director of transport that all mining trucks operating in Quepem have planks attached above the body of the truck . They further brought to his notice that the planks have been attached in violation of section 52 of Motor Vehicle Act 1988 and are in violation of section 136 of Goa Motor Vehicle Rules 1991.
The front member questioned the Dy-Director of Transport whether these planks fixed over the body are legal or not , over which Shri Azavedo reply that they are illegal. The member then demanded immediate removal of those planks and those trucks which are not removing should be prohibited for operating on the road. The Dy-Director of Transport assured the members that his department will enforce the assurance given regarding removal of planks from Monday (17/5/2010). The front member warned the Dy-Director that if it is not implemented than that they will take up the issue before High Court which is already pending for disposal.
The front member then question the Dy-Director as to why the High Court order passed in writ petition No.418/89 dated 26/1/2002 and order dated 22/4/2010 regarding overloading is not being implemented. To which Shri Azavedo stated that his department had issued challans for over 116 truck for overloading, but in spite of issuing challans the truck are continuously overloaded. He also stated that as there is shortage of enforcing officer in RTO office Quepem and the number of mining trucks plying on the road is more, hence their officer also cannot act on all the erring truck. Shri Azavedo assured the members that the number of enforcing officers in Quepem will be increase in the days to come.
The front member then brought to the notice of the traffic cell that the trucks are not regulated properly at the monitoring point set up as per immediate measures initiated and instead of releasing one truck each from Cavrem and Rivona side per minute at least 10 trucks are released in a minutes from both the side.
The Dy-SP of Quepem Shri Rohidas Patre in whose office the meeting was held , on Thursday when the front member gheroad him over the traffic problem in Quepem stated that it is not his business but on Friday he tried to his best protecting the traffic officer when they don’t have answer to the question posed by the front members as if it is his duty.
At the end the front member requested the Dy-Director of transport to have an on the spot inspection of mining truck whether they are overloaded or not and whether one truck is released in a minutes from Cavrem side. The Dy-Director of Transport and other officers agreed to inspect and the spot was fixed at Cindio Apartment. The media person and other member of the front went forward and waited at the spot. But the traffic officer to the surprise of the member of the front and the media instead of coming to have a inspection at Cindio apartment went to Curchorem and did not turned up.
The front convener Shri Fedrik Pereira stated that such a behavior of the traffic officer shows their cowardice to act against the erring mining truck. He further stated that the enforcing officers are not concerned about the well-being of the Civilian but well being about the mining companies and contractors.
